Job Summary:

·        We are seeking someone to join the Commissioning Team as the Mental Health Commissioner responsible for the review of mental health service provision across Slough.

·        This post will lead in the strategic review of mental health provision as well as designing and implementing services for Slough residents through high quality commissioning.  You will provide expert advice and draw upon best practice and evidence of success in these areas.

·        This role requires strong communication and project management skills to deliver and lead on complex commissioning and transformation projects within Adult Social Care.

·        Key to this role is the ability to organise and deliver market engagement activities with colleagues across the organisation and with partners, to work closely with the Slough Co-production Network to ensure specifications are developed to meet local needs.

Key Duties/Accountabilities:

·        To lead on the strategic review of Mental Health services and across the  Local Authority and BHFT.  The aim of this review is to transform services and pathways to improve the health and wellbeing outcomes for Slough adults as well as ensuring best value.  You will be responsible for the creation of the Mental Health strategy and action plan.

·        The role will use stakeholder engagement methods to further develop the local strategic plan for Mental Health services. Through use of range of techniques including co-production the role will also design, implement, monitor, and review specific projects. This will involve working closely with key internal and external stakeholders.  This will include Adult Social Care, BHFT and Housing teams as well as including existing and potential users of mental health services and their carers. 

·        The role will ensure services are person centred, provide value for money and also meet statutory requirements and local strategic objectives or outcomes.

·        To lead the development and implementation of a strategic review of mental health services and pathways.

·        To deliver a coproduced mental health strategy and action plan.

·        To contribute to the assessment and analysis of needs and intelligence gathering including reviews of evidence, stakeholder engagement, research, and development, adoption and dissemination of best practice.

·        To prepare reports, presentations and related documents, as required.

·        To develop service specific systems, processes, policy and procedures and related guidance for Slough Borough Council, external agency and service provider use.

·        To contribute to specified change and modernisation initiatives and to service design and re-design projects through a co-production approach with stakeholders where appropriate.

·        To lead the commissioning of services, as required by strategic plans.

·        To contribute to the delivery of successful outcomes for service users and their unpaid carers.

·        To contribute to service development and to improvements in procurement and post contractual management for mental health services, including evidencing value for money and the achievement of outcomes.

·        To contribute to partnership and joint working supporting mental health services

Essential Experience Required:

·        Extensive experience acquired through a combination of training and working in a relevant area; managing across a technical or professional area, demonstrating self-development and an enthusiasm for continuous learning is essential.

·        Experience working with local government including knowledge of major legislative and other matters facing local government in Directorate service areas, both at present and in the future is essential.

·        Experience in facilitating change and transformation, developing productive and collaborative ways of working with colleagues and stakeholders, leading and

·        motivating others to achieve continuous improvement is essential.

Essential Qualification Required:

·        Educated to degree level or equivalent with expertise and significant experience in applied business practices is essential.

·        Membership of a relevant professional body is essential.

Additional information to note:

·        Working hours: 37 hours per week.

·        The role is Hybrid. The candidate will be required to come into the Slough Offices no less that twice a week

·        The role requires an valid DBS check.
